The list has several items, but only two of them are for Windows 7. Here's a link to the servicing stack update: It is not necessary to install the September rollup since the November one includes all of September's fixes. Windows Update should update its list to the current one and be able to install everything. If the install is successful, go back to Windows Update and hit Check For Updates. So go manually download the KB4490628 update and install it. But Windows Update queues up this older rollup when KB4490628 is not installed and without that update, all updates released in and after August will fail to download and install. That update should not be showing at all instead, it should be showing the November one on your system. KB4512514 is the Security Monthly Quality Rollup for SEPTEMBER. Was Windows 7 installed after August? Or perhaps was it left not updated from February to August? If either case is so, your issue may be a symptom of a failure in Windows Update to queue up the crucial KB4490628 servicing stack update before others.
